Best Suited High schools to Host Grade 9 Students. In four months, Grade 8 students will advance to Grade 9. However, a clear and sensible decision on where these students will be placed has yet to be made. The government maintains, wisely or otherwise, that the 1.3 million students should stay in primary schools, as recommended by the Presidential Working Party on Education Reforms.

While this proposal is not inherently flawed, the practical situation is problematic. Primary schools currently lack sufficient classrooms to accommodate this large number of students. The government’s pledge to construct additional classrooms in every public school has largely remained unfulfilled.

Despite claims by the Education Ministry that construction of 9,000 Grade 9 classrooms is underway, it remains uncertain whether these will be completed by December. Even if they are, an additional 7,000 classrooms will still be required to house all the students. This raises doubts about the feasibility of the plan, given the government’s budget cuts and difficulties in hiring enough teachers for Junior Secondary Schools (JSS).

Ironically, the government is racing against time to build these classrooms with limited resources, while there are already sufficient classrooms available in secondary schools. Next year, there will be no Form 1 admissions, leaving ample space for the 1.3 million Grade 9 students. Constructing 16,000 new classrooms when an equivalent number of secondary school classrooms will remain vacant seems like an inefficient use of public funds.

The question arises: why is it so critical for the government to keep Grade 9 students in primary schools? According to some officials, there is a reluctance to inform the President of the actual situation.

As a result, it appears the government is set to further disadvantage these JSS students, who have already faced significant challenges. Most classrooms are unlikely to be ready by the next academic year. The unspoken truth is that it would be more practical and cost-effective to place these students in secondary schools for the time being. The funds allocated for building classrooms could instead be used to hire additional teachers, addressing a more immediate need.
