Eliminate Job Group C5 From CPG Review, KUPPET

The teachers union, Kenya Union of Post Primary Education Teachers (KUPPET) has asked the Teachers Service Commission (TSC) to scrap the C5 grade from the Career Progression Guidelines (CPG) to allowance Post Primary teachers advance from C4 to administrative positions automatically.

The Union has further asked TSC to creat non-adminstrative positions for teachers at job group D4 irregardless of them rising to principal positions.

Following the six day engagement meeting at Sawela Lodge in Naivasha between TSC and KUPPET officials, the major aim was for the teachers union to express their displeasure following the recent promotions of teachers which lacked transparency.

Similarly, they wanted to address the issue of teachers who have stagnated in the same job group for seven years. These teachers are approximated to be 50,000 of which the meeting resolved that 30,000 Teachers will be promoted in the next financial year.

During the meeting, the Teachers Service Commission TSC agreed with the demands of the union to review the Teacher Career Progression Guidelines and replace them with those with public input something that will see many teachers promoted.

The union officials stated that if the new guidelines are implemented, teachers will climb up the TSC radar reducing time taken to move from one job group to another.

The KUPPET Chairman, Omboko Milemba stated that teachers have stagnated since 2017 but the matter was resolved during the Naivasha meeting and starting June, teachers will see the fruits.

The union expressed their worries over the 50,000 teachers who have remained in the same job group for years now.

The union said the government has set Sh. 1bn that will be used to promote 30,000 teachers out of the 50,000 who have stagnated in the same job group for seven years.

During recent promotions, teachers in job group C4 were denied promotions simply because they had not served in that scale for three years.

KUPPET argued that these teachers had stagnated in job group L and C3 for years and therefore they had a right to be promoted to the next grade even though they had not served for three years.
