The government in collaboration with the world banks is making a major overhaul on civil servants payroll that will eventually phase out the structure currently employed.
This is after the public Service PS Gathecha made the announcement on Monday 16, 2024 of plans to have a unified civil servants Human Resource System.
The PS further stated that once the system is set in place, all civil servants will be allocated Unified Payroll Numbers that will uniquely identify them.
While addressing the 3rd Salaries and Remuneration Commission (SRC) National Wage Bill Conference, Gathecha said the same system was piloted at the Teachers Service Commission (TSC) and said soon it will be extended to all other employees of the government.
The PS said the system will enable the government to manage the employment date for all civil servants using a consolidated System by the name HRIS, A Kenya Based System.
This system will see all government workers including those is Ministries, Departments and Agencies registered by the Gov’t and issued with Unified Payroll Numbers (UPN).

He further said that once the government rolls out this system, it will not allow any manual payrolls henceforth.
From the public service data, it was noted that between 2020 amd 2024 March the System generated 540,523 payroll numbers with 381,742 numbers assigned to teachers through the teachers service commission.
The PS further indicated that the aim of this System is to ensure accountability in the public service avoid double and multiple salaries being paid to civil servants.
The PS pointed out instances that were revealed by the controller of budget in the year 202/2021 which exposed a variance of Sh. 31.2 billion that was paid to county workers.
In addition, the PS stated that county government governments should be audited on a monthly basis to check the status of the public service.
Gathecha further mentioned that hirings done in counties, Ministries, Departments and Agencies must follow the approved staff establishment since the data will be managed by one System.
As the system will be put in place, all public entities are advised to ensure the uphold the provisions of the Data Protection Act that are in line with the Human Resource Data when uploading them.
