KEMIS,Education Ministry To Centralise All Education Data In This One System.The Ministry of Education is planning to enhance and consolidate data management across all educational tiers.This initiative involves the development of the Kenya Education Management System (KEMIS), which aims to be a comprehensive repository for all information related to learners and crucial educational elements.
During a meeting held at the Kenya Institute of Curriculum Development (KICD) on Wednesday, Education Cabinet Secretary Ezekiel Machogu and various stakeholders outlined the scope of the proposed system. Machogu emphasized that the web-based KEMIS would ensure the availability of precise data, facilitating effective planning and strategic decisions within the education sector.
Machogu explained that KEMIS would integrate data management from Early Grade levels to higher education, aligning it with existing systems such as the National Education Management System (NEMIS), the Technical Vocational Education Management Information System (TVET-MIS), and the Higher Education Management Information System (HEMIS).
KEMIS will also enable the monitoring of students’ progress from Pre-primary through Primary and Secondary education, as well as middle-level colleges and universities.
The engagement forum included prominent stakeholders like Daniel Mugendi, Chairman of the Vice-Chancellors’ Committee, CEOs from Ministry-related state corporations, and representatives from the Kenya Primary School Heads Association and the Kenya Secondary Schools Heads Association.
The Presidential Working Party on Educational Reforms has recommended that KEMIS should encompass all learners in basic education institutions. If a learner cannot be registered due to specific reasons, such as the lack of a national identity card or being over 18 years old, the county director of education will assess each situation individually. If the reasons are deemed valid, the learner will be registered in KEMIS.
Additionally, the group suggested including general penalties for data falsification in the regulations. They highlighted that individuals over 18 years are typically ineligible for the system, noting previous cases of information falsification.
In summary, the implementation of KEMIS represents a significant step towards improving data management and ensuring the integrity and accuracy of educational information across Kenya’s education system.
