The Kenya National Examination Council (KNEC) has introduced new measures for hiring supervisors and invigilators for this year’s Kenya Certificate of Secondary Education (KCSE) exams, aimed at improving transparency and accountability.
KNEC now requires all supervisors, invigilators, and centre managers to disclose any conflicts of interest related to the exam centres they are assigned to. This rule seeks to prevent individuals with vested interests from overseeing national exams.
For the first time, only secondary school teachers will be allowed to serve as supervisors and invigilators. Previously, while supervisors were selected from high schools, invigilators were drawn from primary schools.
All participants must be registered in KNEC’s CP2 system to manage the exams, with claims processed solely through this platform. Supervisors and invigilators will also rotate between centres weekly, rather than staying at the same location for the entire exam period, and must prepare handover notes for their replacements.
Additionally, no one will be posted to the same exam centre for more than two consecutive years. In centres with Stage-Based Pathway learners, teachers will invigilate their own students.
There will be one invigilator for every 10 students, but no supervisors or centre managers will be assigned to Kenya Integrated Learning Assessment (KILEA) centres. Centre managers are responsible for ensuring that assigned staff report for duty and sign in daily.
Hosted centres will have their own managers, while hosting centre managers will handle the distribution and collection of exam materials. Sub-counties facing recruitment difficulties are encouraged to seek help from KNEC.
These changes are part of KNEC’s broader effort to reduce exam irregularities and uphold the integrity of the national examinations by increasing oversight, requiring conflict of interest declarations, and implementing stricter accountability procedures for 2024.
