The outstanding debt owed by the government to schools, amounting to over Sh87 billion for the 2022/2023 and 2023/2024 financial years, further complicates matters. The delayed disbursement of the second tranche of capitation for this term places school administrators in a difficult position, especially considering the essential role these funds play in meeting operational expenses.
The situation is particularly dire for day secondary schools, which rely heavily on capitation funds for their operations. The delayed disbursements not only jeopardize the quality of education but also leave schools vulnerable to pressure from suppliers and creditors.
