Teachers working in major cities are set to benefit the most from the government’s Sh13 billion salary and allowances adjustment, which marks the final phase of the 2021-2025 pay deal.
The Teachers Service Commission (TSC) disclosed that educators stationed in Nairobi, Kisumu, Mombasa, Nakuru, and Eldoret will receive housing allowances ranging between Sh4,500 and Sh50,000. In particular, teachers in Nairobi will see the highest benefits, with those in the top salary bracket receiving up to Sh50,000 in housing allowance, while the lowest-paid teachers will receive Sh6,750.
These details were outlined in an official circular dated August 29, released by TSC Chief Executive Officer Nancy Macharia. Teachers in Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale will see housing allowances ranging from Sh4,500 to Sh35,000.
The TSC has also restructured the clusters grouping teachers based on their locations. Nairobi now falls under Cluster 1, while the other cities have been grouped into Cluster 2. All other regions have been placed in Cluster 3, with housing allowances ranging from Sh3,850 to Sh25,000.

Although the housing allowance is a welcomed financial relief, particularly for teachers in high-cost urban areas, concerns have been raised about the adequacy of allowances in Cluster 3, which may not fully cover the rising housing costs in certain urban regions. This could result in financial pressure for teachers residing in those areas.
Stakeholders have also voiced concerns about potential disparities in teachers’ quality of life due to the varying allowances across the clusters.
In addition to housing, teachers will receive allowances for commuting, hardship, disability, and annual leave. Commuter allowances will range from Sh4,000 to Sh16,000, while annual leave allowances will fall between Sh4,000 and Sh10,000. Teachers with disabilities will be given a flat-rate allowance of Sh20,000. Those working in hardship areas will receive allowances ranging from Sh6,600 to Sh38,100.
The circular also includes updates to the official salary scales, with teachers receiving raises ranging from Sh393 to Sh2,570, following a similar adjustment in the previous phase of the Collective Bargaining Agreement (CBA).
However, not all teachers will benefit from these increments. Teachers in pay grades C4, C5, D4, and D5 who are at the minimum pay level will not receive any salary increase.
Under the new agreement, the lowest-paid teachers in Grade B5 will see their pay increase by Sh1,037, bringing their salary from Sh22,793 to Sh23,830. Teachers in job group C1 will experience a Sh1,296 increase, raising their salary to Sh29,787. Those in group C2 will receive a Sh1,666 increment, boosting their earnings from Sh36,621 to Sh38,286.
Educators in job group C3 will see their pay rise to Sh45,671 from Sh44,413, while those in job groups C4 and C5 will now receive Sh52,308 and Sh62,272, respectively. The smallest increase will go to teachers in job group D1, who will receive an additional Sh393, bringing their salary from Sh78,233 to Sh78,625. Similarly, teachers in job group D2 will see their pay increase by Sh1,455 to Sh92,496, while those in job group D3 will get Sh1,399 more, taking their salary to Sh106,043.
