TSC Plans Promotions In Response To July sh 1Billion Allocation. In response to the government’s allocation of Sh1 billion for teacher promotions, the TSS has planned comprehensive promotions for more educators.

According to TSC, 545 deputy principals were promoted to principals during the 2023–2024 fiscal year, which concluded in June 2024, and were recognized at a recent conference as substantive heads.

During the current fiscal year starting July 1, TSC promoted 36,504 teachers. Over the past five years, a total of 71,212 teachers have received promotions.

Dr. Nancy Macharia, the head of TSC, highlighted that these promotions aim to address the existing backlog of unpromoted teachers. She also urged school principals to motivate eligible teachers to apply for promotions as soon as new opportunities are available.

In March of this year, out of the 65,000 teachers expected to be promoted, nearly 36,000 were elevated to new job groups. The Kenya Union of Post-Primary Education Teachers (KUPPET) has since pushed for the promotion of an additional 50,000 teachers, many of whom have experienced prolonged stagnation in their careers.

KUPPET Secretary General Akelo Misori stated that most teachers currently in job groups C4 and C5 would be promoted to C5 and D1 positions, in line with the union’s agreement with TSC.

Misori explained that these promotions would create opportunities for long-serving teachers stuck in Grade C3. He also noted that 7,400 C4 teachers were excluded from the 2023–2024 promotion pool because they had not yet completed three years in their current grade.

However, he pointed out that this grade was only introduced two years ago following KUPPET’s advocacy efforts.KUPPET has called for the elimination of Teacher Scale C5 for post-primary teachers to facilitate direct promotions from C4 to higher administrative roles.

Furthermore, the union suggested that senior teachers at D4 should be offered opportunities in non-administrative roles even if they choose not to become school principals.KUPPET has also addressed the issue of teachers performing administrative duties without receiving appropriate compensation.

Despite TSC’s assertion that acting roles are not compensable under Salaries and Remuneration Commission (SRC) Circulars, KUPPET contends that TSC’s stance is illegal and has warned that many teachers might pursue legal action to resolve this matter.
