CBC Assessment Will Not Be Manned By Police Officers, Belio Kipsang

During grade 6 and 9 National assessments, the Principal Secretary for Basic Education has said no police officer will be allowed in schools in the name of manning assessments.
He said the work of police officers will only be collecting assessment papers to deliver them back to the container.
“Police officers will not be allowed in examination centres during CBC assessments for Grades 6 and 9,” the PS said.
Kipsang announced this while attending the Inaugural Symposium where stakeholders are discussing on issues to do with Competency-Based Assessment.
The PS stated that as grade 6 learners sit for KPSEA, they already have 60% of the total marks from the formative assessments done at grade 4 and 5. It means the Summative Assessment will only contribute 40% of the total marks.
“The 60 per cent was between the learner and the teacher. So why should we be so worried that we must get somebody else to support us in that assessment?” he posed.
“As we move forward from Grade 6 we shall allow the teacher to take the lead in their progress and work.” Added Kipsang.
The PS said this has been necessitated by the fact that teachers have been administering these assessments all the way from grade four.
“It is a continuation of the school-based assessment so the people who have been engaged in that assessment have only been the teacher and the pupil. So we shall leave the teacher and the learner to continue what they have been doing,” he said.
We will not Have Police Officers During CBC Assessments
“At Grade 12, because of the stake we still place there we shall continue having police officers, but in assessments, we shall run away from that.” He added.
Kipsang said that children should be allowed to act as children without limiting them.
The PS indicated that the ministry is determined to avail 16,000 classrooms next year in readiness for grade 9 in 2025. He said these classes will be ready by the open of January next year 2025 as learners transition to grade 9.
“By the time our schools open in January we shall have availed 16,000 classrooms to accommodate Grade 9 learners. As government this is a responsibility we shall ensure is done,” Belio said.
Belio reiterated that the ministry wishes to have learners in a conducive learning environment.
In order to ensure quality learning, the government is committed to ensure that there is enough human resources to ensure quality learning takes place.
“As we go into the next financial year we shall be recruiting 20,000 teachers which will go a long way in supporting us in implementing junior school curriculum,” Belio said.
